Canada has tabled its 2027–2029 Immigration Levels Plan. The main message is stability. Targets hold steady, and a new route to permanent resident status may open for people already living and working here.

Canada Immigration Levels Plan 2027–2029 at a Glance

  • 380,000 permanent residents each year
  • 370,000 temporary residents each year
  • The 2027 and 2028 targets match last year’s plan

A New Path for People Already in Canada

In 2027, the temporary measure offers permanent resident status to up to 200,000 people already in Canada through two cohorts: a workers cohort and a humanitarian cohort.

Ottawa will work with the provinces and territories to identify 100,000 workers who qualify for Express Entry or the Provincial Nominee Program. The humanitarian cohort will move up to 100,000 people who have waited many years to obtain permanent residenct status. This step brings fairness and keeps families together.

Reform Ahead for Temporary Workers

The 2026 federal budget plans to reform the Temporary Foreign Worker Program. The goals are to match regional labour needs, speed up processing and strengthen employer compliance. Ottawa also aims to lower the temporary resident share of the population to 5%. Program details will follow.
