Canada’s 2026-2028 Immigration Levels Plan

Canada’s Immigration Levels Plan for 2026-2028 introduces significant changes aiming for sustainable growth while addressing economic and social challenges. The plan sets a target of 380,000 permanent residents annually throughout this period, stabilizing permanent resident admissions compared to previous years, with only a slight 4% decrease from 2025 levels. This reflects an intentional balance to support long-term economic growth and community capacity.

One of the most notable shifts is a sharp reduction in temporary resident arrivals. Targets for temporary residents—including international students and temporary workers—are cut by about 43% from 673,650 in 2025 to 385,000 in 2026, and then to 370,000 in 2027 and 2028. These reductions aim to bring Canada’s temporary resident population below 5% of the total population by the end of 2027, addressing pressures on housing, healthcare, and social services.

Economic immigration remains the core focus of the plan, with economic immigrants projected to account for 63% of all permanent residents by 2026, the highest proportion in decades. The plan prioritizes skilled workers in sectors critical to Canada’s economic growth, such as emerging technologies, health care, and skilled trades. Provincial Nominee Programs (PNP) will receive increased targets to fill regional labor gaps, with a total of approximately 91,500 permanent residents expected through PNP in 2026, compared to 55,000 previously.

Family reunification continues to be a key priority, with about 22% of permanent resident admissions allocated to family class immigrants in 2026. Humanitarian efforts remain strong, dedicating around 15% of permanent admissions to refugees, protected persons, and humanitarian immigrants for 2026.

A Strategic Shift Toward Sustainable Growth

In conclusion, Canada’s 2026-2028 Immigration Levels Plan represents a strategic recalibration of immigration to ensure sustainability, focusing on economic integration, family reunification, and humanitarian commitments while significantly managing temporary resident inflows to ease infrastructure and housing pressures. This careful balancing act reflects Canada’s commitment to maintaining its role as a welcoming destination for immigrants who contribute to its growth and diversity.
